- SAM Experience
- 6–10 years of hands-on Software Asset Management / Licensing experience
- Not procurement-only or CMDB-only profiles
- Service Provider / MSP Background
- Prior experience working with a service provider, MSP, or managed services vendor
- Delivered SAM services to enterprise or government clients
- ServiceNow SAM Pro — Certified
- Active ServiceNow SAM Pro certification (mandatory)
- Hands-on administration and configuration experience
- FinOps — Hands-On
Demonstrable FinOps experience including
- Cloud cost optimization
- Showback / chargeback
- Azure / SaaS consumption analysis
- FinOps-aligned license optimization
- FinOps Certified Practitioner preferred
- Vendor Licensing Depth
Expert-level licensing knowledge across at least 4 of
- Microsoft (M365, Windows Server, SQL, AVS)
- Adobe
- Autodesk
- Oracle
- VMware / Broadcom
- Red Hat
- Audit Leadership
- Led or been a core participant in at least 2 major vendor audits
- Vendors include: Microsoft, Oracle, Adobe, Autodesk, VMware
- Contract Negotiation
Proven track record in
- Enterprise Agreement (EA) renewals
- Subscription renewals
- Vendor negotiations
- Must demonstrate documented savings or cost-avoidance outcomes
- SAM Tooling
Hands-on administration of at least one
- ServiceNow SAM Pro (required)
- Flexera One / FlexNet
- SNOW License Manager
- Nice-to-Haves (Differentiators)
- Prior SAM engagement within UAE / GCC government or BFSI environment
- Experience with Sovereign Cloud or VMware AVS licensing models
- FinOps Certified Practitioner (FOCP) or FinOps Certified Professional
- Certified Software Asset Manager (CSAM) or Microsoft Licensing Specialist (MLSS)
- Power BI dashboarding for SAM / license consumption reporting
- Experience with CMDB integration (ServiceNow CMDB)
- Experience with discovery tools (Lansweeper, SCCM, Intune)
- Arabic language skills (spoken/written)

Ensures
- Accurate license tracking
- Audit readiness
- Contract optimization
- Strategic vendor negotiation
- Works closely with Procurement, FinOps, Legal, Service Management, Cloud, Security, Operations, and vendors
- Key Responsibilities
- 1. Software Asset Lifecycle Management
- Own full lifecycle: procurement → deployment → usage → optimization → retirement
Maintain reconciled inventory across
- Sovereign Cloud, VMware / AVS, Azure, Oracle Cloud
- On-prem servers, workstations, VDI, SaaS
- Track entitlements, consumption, and usage across all software
- 2. License Compliance & Audit Management
Ensure compliance with licensing models
Per-user, per-core, per-VM, subscription
Lead audit preparation and response for
- Microsoft, Adobe, Autodesk, Oracle, Red Hat, VMware / Broadcom
- Conduct internal compliance reviews and remediation
- Maintain audit-ready entitlement documentation
- 3. License Optimization & FinOps
- Identify and reclaim underutilized licenses (M365, Adobe, AutoCAD, engineering tools)
- Optimize cloud licensing (Azure, SaaS) aligned with FinOps
Partner with FinOps for
- Cost strategy
- Showback / chargeback
- Produce consumption analysis and cost-saving recommendations
- 4. Vendor Management & Contract Negotiation
Act as licensing expert during
